Make one change at a time to track and compare to the previous campaign. If you adjust more than one aspect of the campaign, you won’t truely know what made the difference. If you know what makes the difference you can then copy that into future campaigns.

I manage numerous campaigns for my clients with a monthly budget of 100k EUR, and I frequently receive recommendations from Google on how to 'optimize' these campaigns.
