I had a challenge with one of my projects that contained millions of objects animated in the scene, I spent lots of time looking for a solution to manage this set, and what I did eventually was using redshift proxy some different Maya mash setting to create those setups. so I recommend using proxy for set up and render a big animation

Creating realistic cloths is something that may take sometime to figure out, I worked a lot with Maya nCloth but recently I learned marvelous designer software that helped me a lot creating realistic cloth look fast and easy. You may create the same result with Maya but for most cases using marvelous helps you create same result faster and easier. Anyhow I recommend trying different software and technologies to get satisfying result. Don't limit yourself to one tool, they are there to help us with different challenges
