One should always instrument their apps to log query elapsed times, use any APM or tracing tools and set up alerting for catching slow queries before they start inpacting users. Once a slow query is identified, based upon the database, suitable action can be taken, whether adding indexes, optimising schema, scaling database resources or change query logic itself.
