I would say defining the requirements is the most important aspect and specifically creating the scope statement. I would also suggest writing the Objectives. The Objectives are typically directly related to solving some kind of problem.

But, before that can occur, there needs to be the correct range of people on the team, i.e., those people who know and understand the root problem to be solved and those responsible for the overall vision and success of the facility/institution/organization.
