In my experience, the first line of defense is the end user. Annual basic security training that includes things like not picking up a USB drive that is in the parking lot, identifying malicious emails and links, and social engineering attacks is critical. The guidance here did mention, "Additionally, you should avoid opening suspicious or unsolicited emails, links, or attachments." but I believe it's critical not just to say they should do the right thing but rather to have an annual program even if it's self-paced video content to give end users the training they need to do the right thing.

3 How to detect and remove malware and ransomware?

Sometimes, despite your best efforts, your OS might get infected by malware or ransomware. In that case, you need to act quickly and decisively, to limit the damage and recover your system. Signs of infection could include slow or erratic performance, crashes, or freezes; unusual or unwanted pop-ups, ads, or messages; changes in your browser settings, homepage, or search engine; missing or modified files or folders; or unrecognized or unauthorized network activity or connections. If you suspect or confirm an infection, you should disconnect your system from the internet and any other networks or devices, boot your system in safe mode, or use a live CD or USB to isolate the malware or ransomware from your OS and files. Additionally, use a trusted malware or ransomware removal tool, or follow the instructions from a reputable source, to scan and clean your system. If possible, restore your files and data from a backup, or try to decrypt them if affected by ransomware. Lastly, report the incident to the relevant authorities or organizations, and change your passwords and security settings.

Having a consistent checkpointing process with a cloud or offline data store will provide a path to restoration and protect accessibility of your important files.
