In my experience the size doesn't really matter when it comes to sound. It more so comes down to speed and technology used to make them.

I built a PC 12+ years ago, that I am still using, that has fan controls on the case. I would say reducing the speed does reduce noise, however you also reducing the speed of the fan which will ultimately affect the temperature in your case. So if you are reducing fan speed, make sure you aren't doing anything that requires extensive utilization of your cpu/memory/gpu etc.

However, the more sound dampening material the case has, the less airflow it provides. This can result in higher temperatures and louder fans due to increased fan speed. At the end of the day, it depends on you, the user; you have to choose between PC performance and acoustic performance.
