I tend to think the surveys are a lazy way of learning employee morale. We collect tons of data now, why not start there? How much annual leave and sick leave are people taking? What departments are they in? Any trends, and what does that tell you? What are people googling and how much of that is seeking information? How are performance metrics and what does that tell you? Surveys just don't cut it when it comes to doing analysis of morale. Two kinds of people do them...managers and disgruntled employees.

One tactic I found incredibly helpful in increasing response rate was having each department area select survey ambassadors. These ambassadors are trained in details about the survey, answer questions and encourage participation. They were invited to the survey result debriefing with their manager as well. This increased response rates to as high as 82% one year and it never dipped below 70%.
