If he/she is a repeat offender and makes no sense on the conversation unreliable and unrelated deviation to set agenda then definitely give a feedback 1-1 If he/she is on the objective of meeting and relevant to agenda had a deeper insight which are valuable and helps make a big impact then I would suggest to bake in the time accordingly

Keep in mind that the person may not be trying to deliberately derail the meetings. Some people get excited about ideas and want to share them right away. Others may have slower auditory processing and would benefit from a note taker projecting minutes on a screen so the person doesn’t have to ask for clarification. If a team member is slowing down meetings, have a respectful private conversation with them to understand why. Non-judgementally explain the impact they are having and brainstorm ideas that will work for everyone on the team - a parking lot list for things to be discussed at a future meeting etc. Giving everyone on the team a chance to provide relevant information at an appropriate time is going to help the whole team.

Is the team member ignoring you or is it the only time they can get with you because your ignoring (unavailable)? It’s important to understand WHY the time boundaries are being violated. This will help you appropriately address the path forward. The action you take for someone blatantly ignoring time boundaries for no reason vs highlighting time deficiencies/the need for more time will look different. It goes back to the WHY. You have to understand what’s really driving the behavior.

I have found that giving a reminder at the beginning of the meeting about wanting to respect time is helpful. That way everyone is on the same wavelength from the start. If it's an online meeting, giving a time warning in the chat can be helpful. However, sometimes it is necessary to break into someone's monologue, which is never comfortable but is often necessary. Many times the person is not even aware they are going over on time, and is grateful for the prompt. Having one person at a meeting who is the designated timekeeper can be effective as well. Overall people are very receptive to these kinds of boundaries because they create shared respect within the group.
