Use SD-WAN with cloud based packet inspection. Technically you are still using a virtual private network between sites and users but it's IPSec berween sites and Wireguard for clients that are in remote locarions. My solution is Cytracom's ControlOne (formerly Omninet). It's very easy to link multiple sites together and inspect all data for malware, DNS, content filtering and Zero Trust access. This solution allows for micro segmentation with unlimited Zones and seperate policies for each zone. Using an elastic cloud based firewall is how all endpoints stay secure and connected.
