It's also important to address the risk as quickly as possible, which depends on the magnitude of the potentially vulnerable data. In my current position, data stores are massive and widespread. Implementing a solution for a particular data store becomes a sort of POC for other vulnerable volumes. But unless you first assess what the size of the task is, dealing with the risk in a timely manner can become unnecessarily challenging. One can neither boil the ocean nor dive right in. IMHO incident plan is the most crucial step and I personally always recommend to have one in place before any incident happens even if it's a very basic plan. Having a plan handy will take the huge pressure off when an incident happens. In reality no matter how hard we try an incident will happen but already prepare to handle that will determine how fast and effectively you will be able to control the breach.
