Don't always assume that you need an LMS to support your learning content. You should first identify and understand the learner and what they need to be a successful user. You then need to understand the objectives of the business, and what their measurement and reporting needs are. Finally you must explore what the long-term goals of the business are. Where will they be in 3, 6 or 9 years time. Then you can decide if a CMS, perhaps with a simple SCORM plugin, will suffice. Or whether you get them up and running on the platform they will need in 3 years' time. When evaluating, you should also consider whether you need an LXP or LRS platform... but that's another topic all together.

If you want to provide a learning experience to your learners the LMS would be the right choice ( from onboarding which is an important part of a company, developing specific skills when changing the role within the company, providing your clients an interactive learning experience about your services/products). If you want to add microlearning resources, learning materials, guides, templates, processes where your employees can have always access, then CMS would be the best fit.
