Data harmonisation is a key challenge and opportunity that has been underlined in regards to identifying, assessing and managing risks in the financial markets. Just as with the abundancy of languages and the promotion of several languages to function as universal ones for easier communication and exchange (e.g. English), there is a need for a 'universalisation' of data reporting and communication practices for identified risk and uncertainty. This will allow for far greater access to available and quality data and eventually to more informed and consisent decision making.

Also, we need to understand what is 'sufficient data', because the tendency is to accumulate with the idea that 'more is better'. Having tons of information is not always beneficial, particularly if there are concerns about the integrity of this.

From my experience, one major issue is that these models often assume normal market conditions and historical patterns will continue, which isn't always the case. Economic crises, for instance, can defy these assumptions. Also, models can oversimplify complex market dynamics, failing to capture all risk factors. This can lead to underestimating the potential for extreme events. Essentially, while these models are useful tools, relying on them too heavily without considering their limitations can lead to misjudging the true risks in financial decision-making.

A model is only as good as its documentation. Limits are inherent to the exercise but should be at all time kept in mind to avoid misinterpretation.

100% agree. We need to start with assumptions, and fine-tune during the modeling process. Models are a small representation of reality in a 'controlled environment' which 99% of the time proves to be directional, and more wrong than right. So, having that in mind would serve as a guiding principle in modeling.

Constraints are necessary to arrive at the desired complexity of the question or situations one is trying to explain in a model. Although these simplifications of reality may lead us closer to an answer, we must always question results, no matter how robust the outcome.

The rational behaviour can be considered within an economic framework maximizing utility. Human choices are more or less pursuing the same economic goal and the best way to exemplify the human perception has been provided by Kahneman in the theory of prospect.

This is why there always has to be a sensitivity built in, contemplating the variance in the nature of the assumptions, which could make the model change substantially in each of them. I like saying that modeling is more an art than a science, and far from being perfect.

However, any exercise of risk assessment, in my opinion, is incomplete without assessing the controls and the control gaps, and the measures that are needed to address the lingering residual risks given the control gaps. A regular assessment of the control gaps is also critical to make a reasonable assessment of the risks in the financial sector.

In the specific case of Vietnam (and analogous countries), alongside the factors previously mentioned, the economic ties with neighboring countries and susceptibility to regional economic trends can influence its financial markets, plus its status as an emerging market. Additionally, geopolitical tensions have the potential to unpredictably impact Vietnam's financial markets. Incorporating these factors into a risk assessment model poses a significant challenge.

The use of jargon and ambiguity is a "double-edged sword". Three scenarios: (1) if you are explaining the job to new joiners, you should use and explain the jargon, (2) not everything is crystal clear on some policies items. This might turn in your favor to use your creativity to solve a particular situation, (3) since historical data and particular time-frames can not predict future data behavior 100% accurately (uncertainty), it is good to have some room for interpretations, i.e., a "reasonable" level of ambiguities. Jargon has its utilities in Academia and it is also used in the industry, although, it tends to be more demystified, in particular, when your audience is Senior management.

Emerging financial markets have to be aware that change and evolution will knock on the door at some point. All participants must be aware of this change, and adjust adequately as to what the sector needs. Regulation plays a mayor role for development, a macro prudential approach must be present to avoid a too soft regulation or a overregulation.
