Classic Release Limitations: In Azure DevOps Server, classic release pipelines don't support direct file downloads which can be an obstacle in certain development scenarios. They majorly focus on the deployment instead of retrieving files. For downloading files, users may have to utilize scripts in pipeline tasks which can add complexity. And it won't allow us to download any specific build or output file from the Azure pipeline agent to the Pipeline staging directory (Drop) The only way is to use CI pipelines. And on CI pipelines we can configure both CI/CD.

On-premises installations of Azure DevOps Server require maintenance tasks such as updates, backups, and monitoring. Managing these tasks can add overhead, especially for smaller teams with limited resources.
