I would generally advise PM’s to get experience before delving into start ups. Start ups require PM’s to have a lot of know how, build structure, multi faceted skills and diverse experience to excel! Fresh PM’s will not have this and may not have the blessing to fail and learn in a demanding VC driven environment

Yes - Being a PM in a startup enables you to learn a lot given the ever-changing environment. The saying that a PM is the CEO of the product is almost true in a startup. You do not have answers to several things and you need to perform at your best. Your team looks to you to provide a direction, drive several experienced folks with the right priorities, and finally deliver the right thing for the company. I think everyone should experience the startup environment in their careers. It could enable them to build their own companies in the future. It also teaches a lot about persistence and creates a go-getter mindset to achieve anything they want or the company wants.

PMs in a startup will be successful if they're able to leverage their skills in a 'T' shape. Breadth and depth.
