All these are amazing thoughts. Establishing goals and priorities, are paramount of course. Once you have defined goals, and priorities established to protect employees, guests and facilities it is important to designate ownership of safety and security. That ownership will allow, one or a team of individuals responsible for the same to institute a layered approach to accomplish all aspects of the mission.

Management might find the additional cost involvement for external audits to be a dampener, but the potential benefits in terms of reduction in downtime, damage to property or life, and loss of reputation from accidents/incidents far outweigh the apparent costs.

In my experience, for these types of training programs, active participation and team involvement are essential. A truly effective learning experience thrives on active learning methodologies, including case studies and codevelopment groups. Maybe I am missing it but I am not seeing any mention of involving the workforce WHILE developing these plans. These are the people who do the “things” and work with the “stuff”. My experience has been that they have massive knowledge and experience that nobody behind a desk will ever have. Ask the crew. Listen to the crew. Empower the crew in the decision making and give them ownership. I have done this and when the rollout happened, the vast majority were already onboard because they were part of the change. “Selling them” on the change was almost a non factor because they helped build it. Observing an unsafe behavior of a worker after the HSE training course does not necessarily mean that the training is ineffective! Does the worker really not know that he is making a mistake or does he know but refuses to comply with the requirements? Only in the first case is the cause of ineffectiveness of education. Therefore, simply recording the observations resulting from the workers' performance is not a suitable criterion for evaluating the training course, and some unsafe behaviors may be caused by problems in other areas such as supervision or development of governance.

Safety is a never ending and ever revolving change. Workplace practices, safety protocols and training especially hands on is something we should never take for granted. When we let our guard down and become complacent, that’s when things can and will go wrong.
