CVCS is to me outdated because of the complexity of managing the repository. I started with CVS then SVN to VSTS/TFS but managing things and lock is really hard to manage. Only the good thing is, if someone checks out, no one can override it hence reduces the chance of conflict a lot.

To me, right now Git has become the most popular DVCS as all developers will have their local copy until there is a pull request to merge to the major repository/branch. The best thing is everybody can work together without locking anything. But there is a chance of conflict which can be merged using automated tool but suggest doing it manually.

Better flow will be using an active milestone branch (locking the previous milestone branch). The only constraint in this fixing bug or adding feature to previous milestone (which I expect is already in production) needs to be merged in active milestone too. This is not a big deal though but yet needs to be planned.

What generally I prefer, sitting with the developers for the merge ids it's conflicting and fix the code from local ide (must be compilable). This take much lesser time or make it less error prone than any automated tool.
