In my previous experience whenever such budget constraints appears in expansion project, we have moved to drawing board again and seek possibilities of extra capacities which can be built in existing setup . We approached to marketing team and reviewed the decision of continuing low volume sku to release additional capacity . Once it was done we have checked possibilities of minor modification in our existing setup to cater additional demand. So by reducing some low volume sku,some modifications in existing setup we were being able to manage our expansion with constant budget for near future and and full expansion pushed back further by 2 years
