In my experience, the most important aspect of keeping people engaged is to use right stimulus. Each stimulus gets a response. So one needs to follow one of the micro skills i.e. Stimulus variations to keep the participants with us. Right from voice modulation, visuals to questions and putting people into breakout rooms, to improve participation and interaction. Another important aspect is preparation. Share clear agenda of the meetings with the attendees beforehand and instruct them about what is expected from them as employees/ participants. Create an encouraging environment where people can open up and work as a moderator where required. That will make people feel heard and they will be more engaging.
