You’re in charge of a program budget. How do you ensure that you have enough funds to cover unexpected costs?

Managing budget to original estimate is always a hit or miss proposition. This needs to be addressed from multiple perspectives: 1. Maintain a contingency reserve of about 10-20%. This should be enriched with any savings from tasks completed cheaper than estimated. 2. Review historical performance of the team's estimates vs actual costs with the team to identify the causes. Accordingly, adjust the current/future estimates or make changes to the execution approaches, to bring them closer. 3. Define the tasks to the absolute minimum to estimate accurately. Any miss then is limited to unknowns being discovered later.

The two most important items for me when it comes to budgeting are ensuring the baseline budget is accurate and always adding a contingency of 10% minimum. Knowing what your baseline price includes and understanding the associated costs will be key in keeping your budget on track. If the baseline price includes equipment, labor, engineering, and installation, know what each area includes and examine if any additional costs will be incurred. An example here would be if getting an easement is part of the engineering fees. Typically, that is an additional cost adder. If that is not included In the baseline price and you have 500 projects, that can be a large additional cost sending you over budget.

The budgetary process coincides with the business proposal. For large scale capital construction, you always have to warrant your project spend, ROI, etc, even before the project is approved. A good rule of thumb is 10% contingency by line item. Depending on the level of unknowns, confidence in proposals, i might add an additional 10% to the overall proposal.

Very True. And reporting $$ is always tricky. You're Your leadership will play a pivotal role in how and when they want to see your program financials. For most programs / projects, I like a monthly financial update call with my key stake holders which projections / forecasts done. Regularly evaluate your financial performance and outcomes, comparing actual costs and benefits against your initial expectations. Look for any gaps, deviations, or lessons learned along the way.
