The hazard identified in the workplace is fixed, once you have decided to accept the hazard you must evaluate the risks associated with the hazard. Of course you must determine if the hazard cannot be eliminated first. If it isn't then quantify the risks. The risks are not like a hazard and are not fixed. They change depending on who is exposed and the environment. Implement your control measures and most importantly monitor their effectiveness. Proper supervision is the most effective way to ensure an incident free workplace.
