Twine is by far the best (and free) tool for this. It does take a little bit to learn, and you are probably going to have to host your videos on a different platform so it is good to have some tech help with this stuff. Twine does variables in a way that is better than anything else which can make for much more flexible design that having to create EVERY branch of a scenario independently.

I agree, audience are seen to engage better when there is a surprise element which can be triggered with their engagement, branching with choice and autonomy keep learners interested.

I love to use ZPD as a basis for most of my videos where I love to start with a question or a statement that most people are able to relate with. Then I take the context to a new direction that some people might know and others might not and then I end it with something that most people might not know.
