If you follow the safety rules, your job will automatically speed up. This is just a myth among people that following safety rules may delay the job. If you are working at height you need to keep right equipment, a rescue arrangement, use proper scaffolding. Further in many cases you can use MEWP or scissor lift to expedite the job. By using all these you can easily expedite your job.

Safety should be the priority and therefore I will select the best workers for that task and ensure they are all geared with proper PPE and well competent

First and foremost - u can refuse to do the work if you feel your safety is compromised. 2nd safety never delays any work instead with proper planning, it speed up completion with little to no significant risks. If the work is so important and time allows, contract it out. Transfer the risk. I would conduct a risk assessment, plan how to complete the task ie, use a ladder or WaH equipment, plan tools ahead before starting the work, and then do the work. I will avoid going up and down for tools etc. bring the tool closer to where u need it. No work is more important than your health or life.

Firstly, look at the process, break it down into a hierarchical task analysis. Identify tasks which may be eliminated or combined, and reduce redundant tasks which may be conducted on the ground or from elevated platforms. Secondly, invest in quality training, simulation and rescue scenarios. Implement refresher training at a frequency which minimises skill decay. Doing so will ensure staff are familiar with the process when working at height. Not doing so will increase risk of incident when a high risk activity combined with skill decay. Thirdly, implement a program for review of the process and training to ensure it is fit for purpose.
