I think that, in order to define goals, and before anything, you should think of what kind of change you want to happen. You Can devide the goals in two : - Global goal - specifics goals. These will help you to bring Real changes in your community. As possible, it IS Always better to settle the goals with all of the stakeholders, especially with the beneficiaries and the team

But I think that, in order to evaluate the Real impacts, you should start by measuring the situation of those metrics AT the begining of any project or plan or any action. You should know what IS the initial situation of the metrics, and After, you will be able to measure how your actions contribute to reach the goals. As for the goals, it is better to choose the metrics with the stakeholders, or at least with their validation

Collecting data means leading the evaluation process. The importance of the sampling is relevant, even for quantitative or qualitative methods. The sampling also directly affects the quality of the data.

This is the step where you Ask yourself (and your team) what did work, what not, what to improve, what to change. It's the step where you realize if your goal has been reached.
