Are you more like Stripe Sigma ML where you must generate data and a single global model with client specific optimizations output for each business. (1) is easier to scale across businesses small and large (2) is particularly businesses in the Medium bucket that are big enough to have data, but not big enough to have in house ML

Pick a good human labeling workstream! There are many different vendors out there like Scale AI - it becomes really easy to start with them on your supervised learning task. Ask for re-reviews of labeled data, edit the labeling script etc. Make sure that data is as clean as possible and store as many attributes as you can in order to optimize it down the line.

If you start with a good API design, start with rules and simple heuristic models, you can iterate by launching more advanced models. It may be worth it to get a few clients first in test mode to see what value add you can bring to those companies before starting to market the product more broadly
