How can vendor performance evaluations prevent corruption?

An unbiased vendor performance evaluation based on data and facts helps the organization in many ways and it is always comes with positive results. It is necessary that the performance criteria & scope are designed well in line with the KPIs and priorities of the organizations and remain in sync with intended purpose. It gives clarity to the procurement team while taking decisions of allocating business share, continue/ discontinue vendor, identify scope of improvement and focus area for individual vendors and obviously for the reward and recognitions. But the rating of evaluation must be based on data.

In procurement process, person exploit or abusing their self proclaimed power to manipulate the vendors for favours either through a monetary benefits or some other arrangements. Specially in case of public procurement, corruption is vulnerable as it distort the market mechanism and impede economic development. There are some instance where someone may has observed that the requirements are favouring some particular vendor or sometime less competent or less deserving signs the contract. Also, some times contract is being awarded to the family members of the officials. In, conclusion i just say there are various ways for corruption and very complex issues and it needs mukti facet approach to avoid it.

Vendor due diligence at the start of the relationship i.e. CDD/KYC is key to prevent taking on corrupt or dubious vendors i.e. do they do what they say they do and who are they associated with i.e. conflicts of interest. Once signed up the vendor evaluation process should ensure that vendors are delivering on what they have been engaged to do per the contract, if not, the discrepancies e.g. extra payments to the vendor not in line with the agreed price or payment structure, poor or no work being undertaken, should be investigated as these could be indicators of fake vendors, or genuine vendors that are being used to pass on bribes, kickbacks, famous ones being "Consultancy fees" or "Sub-contractor fees".

It would block supply of sub-standard products or services leading to improved transparency and prevention of unholy buyer-supplier collaboration.

It is paramount to include vendor performance evaluation policy into the organization's Quality Management System. Metrics and tools for this can be developed and improved more efficiently if they are bound to QMS.

Muito bem abordado, é muito importante o monitoramento dos fornecedores, para avaliar não só o produto, mas a saúde do fornecedor como empresa, para que não haja o risco de um desabastecimento caso este se mostre incapaz no gerenciamento da empresa.

Complementando ainda o que já foi apontado, a maior parte depende de colaboradores experientes e capacitados para que seja feito uma avaliação correta, considerando o peso e pontuação por cada item na avaliação. Mas ainda sim, pode-se encontrar resistência dos fornecedores se a empresa avaliadora não tem um peso muito grande no faturamento do fornecedor, se for um volume baixo de faturamento, a avaliadora perde um pouco de poder e pode ter dificuldades em obter retorno dos pontos que o fornecedor não foi muito bem avaliado e necessitar de alguma melhoria.
