The challenge here is to mix two sets of people, resources and objectives into one cohesive plan with a good outcome. Cross training team members will be essential to cope with both threats. Having one expert in radiation and one in biological contaminants is useless if you can only deploy one individual though the confined space the victims must be retrieved from. Secondly, is the equipment and protocols to use that equipment compatible? What is acceptable PPE against anthrax may do little to stop radiation and vice versa. Make sure you know the physical layout. Most plants were designed decades ago, with features not designed for this threat. The pool of water in the cooling tanks may be a viable environment for a biological hazard.

The third step in planning for biological incidents is to implement your plan by mobilizing the resources, capabilities, and partnerships that you need to prevent, detect, respond to, and recover from a biological incident. Ok. The choices above were the planning circle. The answers are still valid, but you have determine what the threat is, plan for that threat, and then expand to the next threat and so on. However, in order to determine the threat, you have to think like those who wish to do you harm. Using current and evolving methodologies, and thinking of what your resource means to the local environment, the next level of criticality and then the next, all the way to the world stage is how we must evolve. Realize, they want to invoke terror. Hurting 500 in a population of 2M is a small percentage, but 500 in a population of 500,000 is a much bigger impact. Know your worth and plan accordingly.
