In my previous experience, the scope for testing has included all critical elements, technology, and systems beforehand defined as a "Crown Jules". Next, we have two testing objectives: 1. Compliance (Legislative requirements, Recommendations, Rules) and 2. Cyber risks (different types of attacks and data breaches).

In my previous experience, each test (Penetration testing) was broken down into Black box, Great box, and White box phases. Reconnaissance refers to the Black box phase. Depending on the testing goal you can prepare the asset list for testers or let them do reconnaissance whatever they want.

Threat modeling has proven to be a good way to approach security testing. Be sure to focus on all the ways privileged accounts can be used to compromise the security controls, and leverage Just-In-Time (JIT) provisioning for privileged account management (PAM).
