What type of access, how will they access the services, what types of logs are required, and standards that need to be met? Normally, you would look at what does everyone (all tenants need access to). Then from there layer on top those services that would be dedicated or accessible to specific groups. Create the groups with the necessary security, same for dedicated.

In my experience (depending on your org structure) multiple teams in various departments can be working on the exact same tasks. Without automation, the probability that something is miss or communication is unclear increases. If there is a repetitive tasks that multiple departments work on it, for the sake of time and for accuracy automate the process to complete these tasks.
