On new Implementations, and if available, I would recommend starting with setting everything to be logged. At this stage you probably wouldn't want to configure alerts, but by doing so you can find what types of logs are generated and what type of alerts they would give. After observing the traffic from several days I would then start creating rules thst your security team has defined as being essential for incident responders to handle I'm a proactive manner.

IDS cannot detect all intrusion as 100 % security is a myth, specifically if its a zero day attack. But yes we can try to get best information from IDS by properly configuring granular thresholds as per our traffic to reduce False Positive/Negative. Here day and timeline is important. For example we cannot have same thresholds set for alerts for Monday Morning and Sunday night as network traffic flow will be entirely different. Also detection by IDS will only be fruitful when we have a robust process to investigate the alerts and take required actions.
