Keeping eye on where they resonate with the workforce, and upgrading them wherever required is the best way to keep your organization stand out from the crowd.

Most changes in policies are tweaks/minor changes but there will always be a scope for improvement. There are multiple ways to find out. Employee feedback at all levels, understanding what the peers/competitors are doing, looking at policies of industry leaders, brainstorming with the management are some of the few ways you can see where the policies are & how they can be improved.

The best way to identify gaps and issues with policies, by asking the end customer: the workforce! Often these reviews are done within the HR department while this is not a paper exercise: engage with the workforce, ask for feedback. Sometimes, just asking the question results in great insights that can be assessed and acted on. This way you make the workforce part of the change, not a subject to it. Be bold, be brave and just ask!

I have realised that we shouldn't be to quick to dismiss employees when they complain about certain policies. It should cause us to examine the policies carefully for clarity, consistency and relevance.

I agree that getting feeback from the employees is highly beneficial. Once when considering changes to a holiday schedule in a global workforce, I asked the employees for their ideas in one-on-one meetings. One employee based in a foreign country suggested having holidays specific to those other countries that employees were working from. We were able to develop a policy that gave paid time off for specific holidays in those countries. Employees working for a US based company that live in Dubai, for example, do not celebrate Thanksgiving! This was a huge morale boost as showed that the company cared about everyone no matter where they lived!

Solutions/recommendations should be inclusive while not being extravagant. This is possible when you take considerations of all the employees (remote or in-office) before making a solution. If done rightly, it will gain acceptance easily else it will be a challenge to implement the solution at the organizational level.
