Having dealt with indviduals from outside government as a senior government official -- and then having dealt with senior government officials after leaving government -- one can never go wrong by being open, forthright, and straight forward, and not beating around the bush, but getting to the point!

One needs to be honest, diplomatic, and pragmatic. You need to get your voice heard celarly, nicely, and effectively. The goal of communication is not only to get your message accross, but to persuade the government to make certain decisions and take some actions. Always keep that in mind.

I would extensively read their latest commentary and public statements. A record of key positions of critical issues is important. This is in addition to any stakeholder mapping. Finally, it's good to know who has the the individual's ear most or who can truly influence the official or person.

Knowing what kind of government official helps. Some are in position a short time (relatively speaking) and have aspirations. Knowing how much authority they have helps too. I've seen a lot of pitches miss the mark because the official can't say yes (no budget authority) or don't have the time left to make a commitment.
