There are many reasons behind that. But there is the biggest reason. Livelihood option for their entire life. When assessing projects. Instead of going through the documents, go to the field and check each and every thing. You get a chance to learn and teach many things. Everyone, from small to management levels, is required to be in the field every day. Only then can things be assessed. And training should be given from time to time. Field staff and all those who will benefit from it.
