How often should you train for process safety competency?

Training is practical instruction on the requirements and instructions of jobs and tasks. Its goal is to help employees to satisfy certain minimum initially performance standards, to maintain their competence. It can be given in a classroom or at work. A ongoing process known as "performance assurance" is used to make sure employees are meeting performance criteria and to determine which areas need more training. Qualified personnel are needed at all levels of the organization, from managers and engineers to operators and craftsmen, to ensure the safe operation and maintenance of facilities that produce, store, or use hazardous chemicals. Elevating human reliability requires training and other performance-enhancing efforts.

In addition to the previously stated, Organizations that understand the hazards and risks are better equipped to distribute scarce resources as efficiently as possible. I think, it's of the good practice to get workforce in earlier on the preparation of hazard identification and risk assessments studies. Sharing of such studies & internally/externally lessons learnt from accidents and near-misses through the right communication channels could be very useful to foster the team safety awareness. Examples of such channels include: - Internal and external learning bulletins. - Toolbox meetings. - Reenactments on video. - Meetings and Town Halls. - Any additional activity that promotes enhancing the culture of continuous learning

Such the above requriments could be inserted in the leading performance key indicators. Leading indicators evaluate the present state of workplace through routine and systematic inspections actively. This can include areas such as maintenance of pressure vessels, relief systems as well as staff training and operational discipline. The data collected from such inspections may give early indication of deterioration in the effectiveness of key risk control systems and staff competencies.

Creating a strong safety culture hinges on three key elements: discipline, awareness, and responsibility. Think of discipline as our commitment to following safety rules consistently. Awareness means staying alert to potential risks. And responsibility? It's about owning safety—both for ourselves and our colleagues. By weaving these into our training, we build a mindset where safety becomes everyone's shared goal, making our workplace safer for all.

In addition, especially wherever there are no regulatory provision for competency training. Internally the frequency can be determined based on risk assessment, performance evaluation, inspection results & human error in workplace. But most importantly Stakeholder shall be consulted i.e. both front line staff and their management in deciding the frequency of competency training & assessment. Also determine the topics & periodic mandatory refreshment awareness between the competent training & assessment. During managment meetings, key safety metrics shall be always presented & discussed and the top management can set the tone, direction, and expectations for process safety and training requirements to reach the desired level of competency
