I think this goes back to the basics. Identify key stakeholders, Clarify objectives, gather your data, analyze, talk about it openly so everyone can hear each other's input and then put a plan together. Unfortunately, never everyone is going to be pleased with the outcome, but this exercise will definitely how strong and dedicated your team is.

When IT teams struggle to agree on capacity planning strategies, finding common ground requires a collaborative approach. Begin by organizing joint workshops where teams can present their perspectives and constraints, fostering open dialogue. I found in my experience that using a whiteboard with sticky notes has a significant positive impact in capturing and displaying Diverse perspectives between team members. I suggest stating that every team member should provide their unbiased perspective regarding the capacity planning, then pasting those perspectives physically on the whiteboard. Once all available perspectives have been gathered, I suggest approaching all of them equally in order to collectively mark and agree upon a filtered few in a new column. Using the filtered few to craft a concise plan removes the conflict, and leaves every team member aligned and in sync.

People tend to lean more on the subjective rather than the objective, because of their emotions in the moment taking control of their capability to apply reason. Due to this fact, you need to encourage not only the focus on metrics and performance data, but also the act of measuring these metrics and performance data in an easy to understand way. Having the team focus on the measuring and valuing of the metrics and performance data in practice creates a shift within their minds that is mathematically sound and proves whether or not their opinion is correct or flawed. This leads to the adapting of their mindset to suit the analytics and in so doing reduce the influence of personal bias that leads to a supported strategy as a collective.

Compromise is by far one of the most sensitive aspects of these situations as it can even lead to disaster when done incorrectly or taken personally. I am a firm believer that fostering a self-managing team with it's core being constructive criticism and the act of using it for the improvement of the task or end product as a whole provides the ability within each team member to concede on less essential points for the sake of quality or the Minimum Viable Product. This enables the team to already come to a powerful consensus which incorporates all the most valuable aspects of each approach before you, as the lead, need to step in and work with them to do so. This makes the capacity plan be developed fast and effectively with no friction.
