When we talk about the Payment Service Provider, I could see 2 use cases. Case 1 - when a PSP is not aware about the exchange rates used by the acquirers. In this case we need to consider 2 aspects. A. What exchange rates/interchange fee is offered by acquiring entities. B. What exchange rates we are offering to our customers for the settlements. PSPs should be robust enough to deal with the currency fluctuations and for this a continuous monitoring is necessary. Case 2 - when a PSP is offering interchange services to the acquiring entities and to the customers as well. This, I could see as an end to end interchange handling which is more stable. In this approach the monitoring is not needed because a PSP is handling both the parties.
