What are the best ways to plan an effective sprint meeting?

The key part is backlog refinement has already happened. Only then we would be properly able to provide a perspective of what is realistic in a sprint. Else it is guessing game.(it is always but this will be wild guess)

I have seen many teams joining the sprint meeting just to gather their takeaway items. Everyone involved in the team needs to understand it is not in and out meeting, it is an opportunity to look at the big picture again and then looking at the chunk kept on the table. So every discussion and conclusion will be aligned with the big picture in mind. This will give clarity on what is the goal that the team aims to accomplish in the meeting, will assist drive the discussions and also conclusions. It makes a huge difference when the attendees just look at the individual assigned tasks vs looking at the big picture and then the tasks aligned with it.

Working in a semi-hybrid distributed team, I must agree that backlog refinement is crucial to start an effective sprint planning, otherwise it will turn out to be another meeting in the calendar. That means there is transparency about the items of the backlog and fair level of clarity of the priority which might change during planning. The key to have continues success is to agree that it is a team work and it requires the whole team being engaged and committed. If one person fails, the whole team has failed. Last but not least, this requires the whole team to communicate, follow up and communicate!

Avoid Surprises: An unannounced attendee could put the regular ones (Scrum Team Members) in a corner, unsure of sharing some piece of information. The silencing effect on the team will be proportional to the level of that new attendee: just put in the shoes of a Software Developer, or Junior QA presented, without prior notice with a VP of IT or from the business side of that organization. Be Consistent Use recurring schedules for all Scrum Ceremonies, create a heartbeat by using the same weekdays and time for each ceremony. Create a habit, no need to rely on memory (just for exceptions). Downsize, never Upsize Ceremonies or meetings end when their time-box ends OR when you achieve the expected goal. So they can end early than expected but should never be extended. For this to work you should have an agenda, usually a list of PBIs (Product Backlog Items) that the team needs to work with. Whatever the agenda is, the team must be aware of it in advance so they can prepare with useful contributions.

One thing I've found useful when you have your team in hybrid or remote environments is to apply team-building techniques. One thing I can say - Keep It Simple and Stupid! Get to know your tools and techniques and use those that are most simple and easy to understand and to learn. Use only those that bring value to the team and increase performance. I've seen many times teams overcomplicating their Jira workflows, introducing practices that most people struggle to understand and spend more time on planning and management tasks than on actual work. The most effective tool I've used (before COVID) was a large double sided whiteboard with sticky notes on one side and process diagrams drawn on the other. The only downside was that one day the cleaning lady decided to clean it... Anything works, as long as the whole team does not struggle to use it effectively.

Do Not Assume You could be using the easiest and more common tool in the market, but there will be team members not familiar with it. An, often forgotten, onboarding topic should be to explain the basics of all tools required for team members to master to be efficient and effective. I've seen a lot of real good developer, with above average general intelligence, getting stuck on how to filter a backlog in one or other agile project management tool (JIRA, Azure DevOps, YouTrack, you name it). Developers hate management tasks, and getting to know how to add a label and then filter USs by it could be seen as a management oriented activity, so they tend to avoid those. Assume nobody knows your tools and prepare a suitable onboarding guide.

Try to leverage pre-built templates that requestors can clone when creating stories or bugs for the backlog. This ensures there's a standard as well as some minimum expected data points are met when the product owner reviews the request

I agree with @Mike Lyons that sprint meeting is not the right to talk about. It must be talking about scrum. A right vision to maximize the value of the Product should be a common goal of a scrum team. 5 events of a sprint, should focus and consider Product Goal, Sprint goal, Definition of done and the product backlog refinement. The team must have right people with accountability set respectively for Product Owner,Developers and the Scrum master. Individuals & interactions boost the trust factor and it's a common value that improves focus, openness, respect, commitment and the courage. Sprint review & retrospective are equally important to check the quality & quantity of work done and the what else can be improved to make it more better.

Report Back I love when Scrum Masters share updates about some brokers the team has been dealing with. Don't just assume that people affected or interested in some topic will actively be focused on that matter. Make it public, be Transparent. Improve Listen, listen, listen. Some teams have good, solid processes. Proceses that serve their needs, but maybe they are ignoring some key stakeholders, sister teams and people from the organization. Be sure that your processes are satisfying the needs of both your team and your key stakeholders. Since Scrum is the only agile framework that has any mention of sprints, we must assume that this is talking about Scrum. Therefore, we already know there are five meetings, or events, that need to take place and they already have clear agendas and outcomes defined in the Scrum Guide. This article has some good suggestions about meetings in general, but should not be used to guide your agile implementation or improvements.

Following up on action items. After the meeting, make sure that everyone is clear on their responsibilities and that there is a plan for tracking progress.

For a sprint planning meeting to be effective, the Product Owner has a significant role to play with clearly defined sprint objectives, priorities and acceptance criteria for each user story. Each team member should have a common shared understanding on what value delivery is expected at the end of the sprint. Dev Team should apply user story sizing techniques as applicable to type of business/industry to ensure relative sizing is well understood and implemented during the exercise to size the user story properly, and each user story should drill down further into sub-task as required until outcome based value delivery is met for the business.

Plan week in a manner that team members have a considerable amount of uninterrupted time to be heads down working on their increment. Avoid basic mistakes as felling certain days with a lot of "meetings". Certain engineering problems require a lot of concentration and uninterrupted time, be sure your team has the maximum number possible of Full Days without meetings. If not possible, try aiming for Half Days at least, they try to improve.
