What do you do if public sector corruption is hindering progress in Public Administration?

The first step in identifying issues is to identify the champions, experts and supporters who will help us identify the issues. And we do not have to wait till we do a thorough assessment. We need a process of starting ASAP and continually improving. A significant proportion of irregularities relate to land, use and ownership.

Moreover, fostering an environment where whistleblowing is encouraged and protected can lead to more transparency and a greater likelihood of identifying and addressing corrupt practices.

Two sides to this. The academic side, where our experts help us to review. Then the political side, where from an early stage we must engage those appointed to oversee policy implementation so that it becomes both an expert- and a politically-driven effort.

When corruption impacts the public sector, it prevents the growth and development of public administration and society. In this scenario, responsible leaders play the central role. They lead actions to regain lost trust, strengthen institutions through preventive controls and accountability, establish channels for reporting, and ensure greater integrity and transparency. These actions must be directed to all the stakeholders. We mustn't settle for corruption or repeat that "this is how things work." We all have a role in condemning these acts.

Yes, we must establish clear metrics to assess the success and maintain vigilance to prevent backsliding into corrupt practices. But more improtant is to create the culture of vigilance. Continuous evaluation does allow for adjustments and reinforce commitment. But more importantly, it should build the movement for clean government,

This step is very challenging in an environment where ethical standards are only good on paper and weakly enforced by institutions, professional associations, and especially government itself both at the national and sub-national levels. Upholding integrity is always easier said than done particularly in an ecosystem which favors and even benefits unethical behavior more than doing the right thing. Ultimately, public procurement reforms in a corrupt environment needs a different approach from those traditionally prescribed in principle-based cultures where individuals abide by ethics by default.

On 3 Engage stakeholders, this is a style of operation rather than a separate step. On 4 implement reforms, implementation is so complex that we must creeate a movement of reforming. On 5 monitoring progress, we must avoid limiting it to just formal Monev. And on 6 upholding ethics means our own ethics and creating an ethical movement,
