Having served with several bosses who were reluctant to make decisions, it didn't take much to figure out that they were the problem, and the most common factor I found in dealing with procrastination was risk aversion.

If the boss is new and not aware of the history, it affects their judgement and disastrous decisions are made. First thing to acknowledge is that it is not intentional. The boss has his own KPI and he is constantly trying to achieve them in fastest possible ways. Best thing to avoid such situation is to make the person aware of the history, context and background. Provide enough data points that he/she is taking everything consideration before making the decision. It’s important to make possible recommendations and coach the boss to get to the decision.

Having the facts allows you to essentially start the conversation in the middle, for when you need a decision, present the facts and alternatives together, with a recommendation on what you want to do. Be sure to address those factors on which your boss tends to concentrate, but not so much that they get you bogged down.

Here is where you really need to know the boss and how to get past their apprehension or inability to decide. When you come in with the solution before even addressing the problem, you are giving them an out in making a decision, for you already made it.

The solution makes the difference. For my own people, I told them that when they brought me a problem, I expected a solution to go with it. Use the same approach on your boss in bringing the solution in before you fully address the issue, and they will often be pleased that you relieved them of having to make that decision.

The goal here is to get a decision and get the process moving, and indecisive bosses will be with you, so bring solutions with you rather than problems, and sometimes, you will have to enact your decision even before telling them. Don't be afraid of doing so, for in getting to the solution before they even knew they had a problem makes their life easier and yours in turn.

If it is the situation, you have to understand the Boss's perspective behind the decision. If that decision isn't align with organization's growth and prosperity you should keep in mind that he/she is your boss and communicate clearly. You have to explain how could that decision go wrong alongwith supporting evidence and if possible provide alternate plan.
