I would then assess the strengths, weaknesses, risks and projected outcomes of each strategy to determine the best path for achieving organizational goals effectively.

Goal setting and data gathering can be an iterative process. Depending (as always) on the situation, high level goals can be set based on existing data, which directs data gathering needs. The result in turn helps refine the original goals.

Integrative Thinking is an a approach that takes into account all options and instead of choosing one over another, create something new by incorporating elements from various/all options. The goal is optimization, not simply elimination.

Sometimes it’s possible to decide actively by utilizing a stepping-stone strategy, whereby an initial feasible step paves the way for an optimal solution that’s not yet visible.
