This tells the story from the individual perspective. The same rules apply for employers, except that you should be aware that pay decisions should be made bearing in mind the impact on your internal relativities. It is important also to ensure that your data is regularly reviewed and updated. You cannot make good decisions based on out of date information and trends can change at the drop of a hat. Remember too the messages you send; if you want to deliver high class services, you might find you need to pay the higher end salaries to get the quality of staff you need. Also, amongst the variety of things you will need to consider, the impact of your brand and culture will affect how expectations of those coming to work for you.

In my experience, each industry has a unique approach to what appropriate pay for a candidate looks like to be attractive. There can even be targets within an industry or segment higher or lower than what a candidate may perceive. In addition, there is also what makes sense to disclose on pay ranges for local legislation due to pay transparency or gender compliance laws.
