While it may be helpful to observe, this approach could lead to a number of challenges: 1.) personal bias 2.) legal issues and 3.) a sense of intrusiveness. 1.) If you are observing, you are observing as a person with bias, be it negative or positive. And you are viewing the situation from your biased perspective. I highly do not recommend basing judgement on personal observation alone. 2.) In many instances, observing behaviors can lead to privacy encroachment and the like. Careful study of the legality of observances is needed here. 3.) No one likes to be observed by any means really, it gives one a sense of being controlled or "spied upon". Trust would be a more appropriate "tool" to use!

With many factors playing a role, one activity can turn out great in a certain setting or situation while the identical activity can go south in another. That is because people are never static. Even the same group of people never behaves in an identical way. This is important to keep in mind, and (unless there is undeniable proof of failure of a certain activity) ideally test, evaluate, and iterate several times always.
