Bring the team together. Step back and look at the bigger picture. Have a brainstorming session about the issues and opportunities and how they relate to the strategic plan. Identify the key priorities for near term and longer-term. Agree on follow up sessions. Also identify the squeaky wheel. Have a one on one with them for realignment.

I believe there is a singular correct answer for this problem with one assumption. I'm assuming the team will give the same 100% effort to the chosen project. This is a cash flow problem adjusted against future expenses. Each project should be independently evaluated for the risk rate per that project. Then the cash flow of each project should be run against expenses, with the project with the least risk and quickest cash flow started first. I say cash flow not earnings because a project could not lead to immediate earnings but might lead to equity injections which could be more beneficial to the company allowing more resources to be added decreasing development time which could possibly lead to a stronger financial position.
