There’s rarely a time when resolving tech debt is high up a project or product manager’s todo list, but when new functionality or features are required you can normally address some as part of the implementation. Moving the maintenance from being a nebulous burden that might be tackled one day, to an enabler that reduces the time estimates to deliver the required feature becomes a win for all. Strategising to tackle tech debt isn’t always possible as part of project work, however it’s hard not to find opportunity when thinking laterally in a tired and poorly maintained codebase. Once the low hanging fruit of tech debt is tackled it becomes a challenge of balancing cost and agility with stakeholders. Not just to add but to secure & patch.

As I see both maintainance of product and new feature development are important and critical for income. Better way is to have 2 small teams to continue both parallelly. We can not leave any of them out. Bug fixing is not a project but contineous operations, where as new deveopment is a project with fixed target dates. Both should be dealt with a different project management strategies. So have 2 teams to focus on both and it is good if the teams are flexible to move based on urgency. Both teams need core skills of hte product hence it is a good idea to keep moving them from one to the other at a logical milestone.

On the flip side, saying that multiple factors need to be addressed without a consistent and prescriptive approach leads to addressing the needs of those who make the most noise. Instead, consider BOTH business value and risk. Understand how the business defines these variables. These could be in terms of revenue, client satisfaction, feasibility, and so on. Be educated and consistent. Then consider the high value/high risk items first. Work your way down to low value/low risk items. Communicate your intention. If there are questions about why something was delayed, you have a rational explanation to defend the decision.
