I would recommend to first of all have a clear picture about user journey and pains (from discovery/research). In adition, have data to support decisions. Also have the company objective/OKR in mind. Based on these 3 great things, list all the features you´d like to evaluate and lead discussions with stakeholders and team member to evaluate for each feature: impact, reach and technical effort. At the end, you´ll have a prioritized list of features based on customer´s needs, data and company objective.
