It's good to have a bottoms up approach to this. A data catalog is great if you start messy and want to clean. There are a lot of ways to keep data clean and organized without a data catalog. But, organizing is always a blessing. Knowing where things are and how are fantastic. My favorite catalogues include data.world and Alation.

Be very honest and frank about where you and the organization are on the maturity.. If very low data literacy & DG maturity, spending a year evaluating, buying, implementing, and learning a tool not on the stack is a waste of time. DG is first and foremost a mindset and a process. Start with a dumb spreadsheet. As you progress, scale, and mature the limitations will become painfully obvious and you can take what you learned first-hand about your needs, into the tool selection process. If mature, you probably have too many tools and too many competing preferences from agenda-driven leaders. That's a whole other problem. Let architecture and execs battle it out and give your requirements when asked. Then move forward.
