My starting point is to identify what is important, what takes a long time, and what is possible and look at how to organise. 2. That's the next step: look at the project as a regular day-to-day operation, so conflicts of work in progress are a constant issue. Or set a time for the project (for example, 2-3 days per week, 1 - 2 hours plus meeting), analyse what is needed to complete it, and provide the solution. 3. It may be good to examine what is causing a high number of requests and daily work and perhaps change the regular process, minimise staff, or employ a contractor for the time being.
