Specifically, we can start with Azure Advisor for Microsoft Azure. It has a cost section enabling you to look for cost-saving advice from Microsoft Azure. It gives us different recommendations, from purchasing reservations to changing VM SKU based on activity and usage.

This is purely depend on the application developer. Platform/devops/architect can suggest the available options when it comes to proper utilization always consider the buffer vcpus/memory/storage to handle the anonymous load.

Take advantage of cloud-native tools and a variety of third-party solutions available in the market to assess resources that are overutilized, underutilized, or suitable for decommissioning. Utilize this data to make informed decisions on the necessary next steps in your cloud rightsizing efforts. Ensure that all affected teams are involved in the process to implement accurate rightsizing actions, preventing any negative impact on application performance.

If you're not wedded to X86, test to see if it costs less on ARM, as most ARM servers cost a fraction of the X86 equivalent.
