A la hora de difundir/comunicar el contenido del planeamiento que afecta a un municipio o barrio concreto, recomiendo elaborar un listado con las principales asociaciones ubicadas o con intereses en esa zona. No cuesta mucho navegar por Internet y localizar las principales asociaciones dadas de alta (grupos de mujeres, grupos de montaña, grupos deportivos de todo tipo, culturales, ecologistas, etc.) con lo que ya vamos a obtener datos de lo que preocupa/interesa a la ciudadanía. La legislación en España al menos, ya regula unos mínimos en los procesos de participación a lo largo del proceso de planificación para que sean en los momentos clave y cuando hay capacidad de actuar/cambiar. A pesar de ello, muchos municipios optan por ampliar estos mínimos y generar más reuniones/talleres con la ciudadanía para mejorar la comunicación. La realidad es que la asistencia suele ser muy reducida y en general, siempre son las mismas personas/colectivos los que acuden.
