Open the dialogue with the detractors and people very close to them. You will gain insights that helps understand what they really want to achieve, hidden from the official role and responsibilities.

There are two ways of listening. On the one hand we can listen with the intend to reply and to convince our dialogue partner. On the other hand we can listen to understand someone's needs, desires. To be clear about these two was makes a hugh difference in a conversation.

In times of uncertainty it is very important to create a safe environment where every member is able to speak up. To my experience this helps to co-create lasting change and innovation.

Encourage constructive conflict - it is the essence of a high performing teams. For team members to feel really safe to speak their minds without fear of retribution, more than encouragement is required. It has to be experienced. Ideally, everyone on a team has the right to point out mistakes, problems and risks, and challenge whether the team is sleep walking towards a "beige outcome" and /or simply maintaining the status quo. To really experience constructive conflict takes time and experience to establish and cannot be rushed. As my mother was fond of saying, "a plant does not grow any faster by pulling on it".
