How can cities integrate green spaces without displacing communities?

Cities and towns grown inorganically over the period of time are confronted with problems of dearth of community open spaces.Urban planners,city administrators and developers can create green spaces that enhance community well-being while preserving the cultural and economic fabric of the neighborhoods these serve.It would require urban retrofitting in old parts and adherence of urban development to ecological parameters. The integration of green spaces into new urban areas without displacing communities would require a thoughtful, inclusive, and sustainable approach,management,monitoring , and balanced development ensuring created green spaces suffice the local demands and desires of urban community.

Urban retrofitting is a combination of policies and phenomena done with the goal of undoing or remedying the effects of urban sprawl. The phenomena of adaptive reuse and infill development to combat sprawl are key to this. It often follows the new urbanist school of thought, which aims to undo the sprawl and flight from urbanized areas that occurred in the US and Canada after the WW2

Cities can adopt a community-centered approach by involving local residents in the planning and decision-making processes. This ensures that the green spaces meet the specific needs and preferences of the community. Adaptive reuse of underutilized areas, such as vacant lots or rooftops, can create new green spaces without the need for extensive redevelopment. Incorporating mixed-use developments that combine residential, commercial, and green spaces can promote economic diversity and prevent displacement. Vertical gardens, green roofs, and pocket parks are innovative solutions that maximize limited urban space. These designs can enhance the quality of life without requiring large land areas that might otherwise lead to displacement.

Effective use of re-greening techniques in urban spaces helps to build community in many ways. Properly selected planting materials helps reduce temperatures caused by the urban heat island effect. They help increase infiltration rates to mitigate heavy rain events. They help reinforce cultural identity in areas that have historically been unable to celebrate. Additionally, as we are planning and designing urban centers while adopting new strategies to face climate change, increasing planted areas creates biological buffers by increasing biodiversity in plant, animal, fungal, and biological communities helping to ensure faster recover in the face of dramatic weather and climate events.

Policies requiring mandatory green space allocation are being misused by developers. They provide green space within their developments but restrict access to residents of the gated community. This trend is leading to increasing polarization of community greens. Cities are meant to be inclusive, yet migrants and other city residents cannot enjoy these green spaces and the fresh air they provide. Access is limited to only large public parks, and the government is gradually losing control over this issue.

Generally, integrating green spaces into urban environments without displacing communities is an arduous and complex challenge but is an achievable goal. It warrants a sensitive and a careful approach of planning focused on community involvement, and innovative strategies to create green spaces that enhance the quality of life for existing residents while minimizing the risk of relocation or displacement. Overall, the key is to foster inclusive, participatory , responsive ,flexible processes and use policies that protect and empower the community interests along with achieving the ultimate development goals.

As with all policies impacting, affecting, or controlling new development and private investment, adding requirements to insure green space in new construction projects requires clarity and certainty. It is important to keep in mind with planning, zoning, building codes, and similar statutes it is not so much the requirements imposed on developers as it is confusion or uncertainty that can quickly create a chill in new construction and development. It is also important to be sure that if new policies are instituted to integrate new green space in new development that the enforcement and decision making mechanisms are straightforward and consistent, and readily accessible.

In my opinion, this is the most important thing to start with. From an inner-city perspective and as someone involved in neighborhood planning, I suggest always considering what the neighborhoods want. Instead of thinking, "Let's put green infrastructure here," think, "Let's see if and where the neighborhood wants green infrastructure." They need to know what the benefits are and who's going to care for it. Starting from a place of assisting neighborhoods alongside them fosters meaningful engagement. Neighborhoods don't need more saviors; they need advocates who will break down the barriers of disinvestment they have faced for decades.

Any policy implementation or targeted efforts involving promoting green spaces within a community is fraught with risk of failure without community engagement and feedback. It should never be assumed that a community, neighborhood, etc. wants more green space and will view it as an asset. In any community, there is always an ongoing, sustainable tug of war over what is viewed as priorities such as job creation, more affordable housing, improved transportation, more recreation and parks, etc. With community engagement the opportunity is presented to demonstrate how planning can seek to accommodate and balance the competing demands in a feasible and reasoned manner.

I believe innovative design starts with realising that we can make more out of the built spaces around us. In Singapore, the application of stormwater management principles was demonstrated in Bishan-Ang Mo Kio Park. Previously a concrete canal, it was transformed into a naturalised river with bioengineered river edges that meanders through the park so people can get closer to the water. During non-storm periods, it is a beautiful urban park. During heavy rainfall periods, the porous nature acts as bioswales to prevent flooding in the nearby residential developments. In essence, the innovative design is multipurpose: enjoyable green park space, effective stormwater management system, and unique placemaking public space.

Incorporating the urban design in terms of innovative designs. For eg., If there a bus stop present in the area/ neighborhood with complete Steel/ RCC structure. It can be planned to replace it with transparent canopy with the creepers over it. Or tress right besides of shelter/ Sitting places where the tree canopy will be used for shade. Redevelopment of decentralized small water bodies and development of those into walking zones and other recreational activities with green area development etc.

Parklets offer a valuable tool for economic development by enabling cafes, restaurants, and bars to expand their outdoor seating capacity and increase their covers. This increased capacity can lead to higher customer traffic and revenue generation. Parklets also enhance the vibrancy and attractiveness of the surrounding area. This can create a win-win situation for both businesses and the community.

There is an increasing push to institute non-traditional strategies to incentivize green space as part of new development going outside the traditional thinking such as tax increment financing, zoning that adds floors in trade for green space. Consideration is now being given to requiring developers to contribute as part of the project to a fund for green space which is managed and deployed by local governments, as an example. The key factor which is briefly raised in this topic section is that when planning or instituting green space incentives make sure that long term forecasting is include to assure the sustainability of any new green space added. This is primarily answering the question as to how the new space will be maintained.

Considering in an urban area, If any government vacant land is available in barren state. The government/ municipal corporation should take an initiative to declare the land for green belt development restricting any development in such plot. The policy shall be made to make the land available for plantation by any citizen in the city. The maintenance responsibility will be taken care by the municipal body only. This way, the accountability will be more in developing and protecting the green area. Also, We can achieve at least 3 sections mentioned above like policy making, community engagement, inclusive development etc. It may also reduce the cost of plantation to the corporation.

In general, it can be said that urban communities should act as a part of the surrounding green space, not as a mass apart from it! In the past theories, urban green infrastructures, with the help of the hub-corridor-matrix model, were used to create an integrated network and a link from the green space to the innermost urban spaces. In the last few years, a new approach called GreenTOD has been proposed, whose comprehensiveness and high coverage of the city and its issues make it the most advanced point of view and current approach in dealing with the connection between the city and green and ecological spaces. This approach also uses urban green infrastructure as a tool to achieve its goals.
